How Pima County Flood Control obstructs

Pima County recently conducted a Lee Moore Wash Study (a study, not a single project) in a region that is innundated with sheet flooding at every monsoon rain. They gave presentations to the impacted community. The attendees signed a sign-in sheet. When I requested those sign in sheets, so we could communicate with the people who were concerned enough in the process to attend a meeting, below is linked what I was sent. I was quite surprised because I had requested this type of records from the state Department of Environmental Quality and they provided me with a copy of the exact sheets with nothing blanked out. Why the difference in the policy in Pima County?
