What about the "regulatory framework that promotes wise development of the area's floodplains"?
At this point, the County still permits development, just requires the permitee sign a covenant.
There are some exceptions for big developments
Note: The Flood Contol Dept. of the County contracts out studies although they have 83 employees--most of them hydrologists.
